You can guest post but your guest post will be no follow. As for the effect that it will have... thats debatable.

You could still get traffic from this guest post. It isn't as good as do-follow though.

If the blog has decent traffic then I think it would still be worth the effort. Otherwise focus on do-follow if you can.
