You may find it distasteful and unethical, but the person doing it has no moral qualms or reservations and is perfectly fine playing the "I'm broke please help" card on 5th avenue to make over 6 figures a year.

It's called marketing. Like most things in life - Caveat Emptor - and this case is no exception.
 
I used to know this guy who made right around $250k a year going into restaurants and handing people a pencil with a card attached to it that said "I'm deaf and homeless, this pen is my gift to you, if you enjoy it please donate just $5 to help a deaf, homeless man get a hot meal tonight. God bless." Then pencil was cute but the deaf homeless routine got them every time. Amazing how many people would just hand him a $100 bill. Pencils cost him about $0.08 btw.
 
Best part is, the dudes gonna go write a book bout what he did and the "life of the homeless" and go from a thousandaire to a millionaire. But it's okay, he'll give 3% back to real homeless people (he'll need a few write-offs).

Step 1: Pay for your content writers to fly over promising them a full time job and better life in the land of the free.
Step 2: Throw them on the streets and get them to collect monies. Kill deserters.
Step 3: ???
Step 4: Profit.
 
From what i have, its a huge business in india, they all have cell phones, and they all haev supervisors, managers, running groups of kids, adults, old people.
