I actually like idea a lot. What would make it better is if we can put a condition that only accounts that are at least 1 month old can neg-rep. Otherwise someone could create a bunch of accounts just to mass neg-rep someone he doest like.

I'm not sure it would be applicable with whatever the upcoming forum changes are, but with as many aged accounts as there are popping up, there might need to be a different criterion used than account age.
