I'm starting to think G will one day begin pre-approving advertisers like how traditional markets do. If Google's goal is to "improve the experience of searchers" it doesn't make sense that they keep slapping sites and all that happens is that site owner just buys a new domain and starts the same campaign advertising the same stuff again. Google in effect is contributing to the clutter of the internet and their index because those site owners will just keep advertising the same product over and over again under a new domain. Only GoDaddy is really benifiting. Frankly, how many people here are on their umptheen clone of a past site killed at the hands of Google?
On the flip side, If G does pre-aprove advertisers what will be the criteria? It would likely be what traditional media outlets look for which would require a manual review before your ads are served up. This would definetely improve the user experience from the standpoint that traditional companies would have their ads served up, however, it would kill the ability for affiliates to test. Not to mention it would be time consuming for the Google staff.
I guess the whole problem is that Google never intended affiliate marketing. They wanted the Coca-Colas of the world to advertise on their system and everything would be fine. Google is making the barriers to entry much more difficult with each slap and it will probably be a matter of time when they realize they are going to have to pre-screen advertisers.
