I see people getting listed on keywords that aren't anywhere on their webpage? I know they are paying the google slap price. How are they doing that? Cloaking their pages?

It also helps to have the keyword in the meta, image alt tags, and even filenames that are referenced. And besides - you can still get a decent cpc without having each keyword visible on your page. Many other factors play a role too.
Their account history, ctr history, internal and external linking, inbound links, value of their content (as perceived by Google), etc, etc.
