They both sound like morons to me. Obviously one more than the other, but the "Clued In SEO" still worships Matt Cutts and info from conferences like a typical tool.

they get them ranking #1 for their exact match company name, the clients dont understand rankings are worthless without search volume. The shit tastic seo's don't have to care about ROI and the clients rarely have anyway to track.
Linking out to quality sites form your site is something I do often. I find when I have a new website and I start posting content, if I link out to relevant and authority sites Google will show the new site love a lot faster than if I don't link out or only do internal linking.
I love linking out to other sites and I actually think it does help with ranking and, if done properly I believe it could possibly even help PR.
But then, it doesn't matter what I think, or "clued in SEO" thinks, or "clueless SEO" thinks because we are all guessing for the most part. Unless you have a contact inside Google algo team or you have done some very solid testing on theories, you're just talking shit and making educated guesses.
