UAE bout the same too, escape to Dubai for the most part, since anywhere else is rather strict.

saying as i live in dubai i might know a thing or two about this.

the first pic is an impression of the palm jebel ali, a project that is now on hold, it now looks and will if ever finished look fuck all like the pic linked.
the second pic is the burj al arab hotel, a failry expensive shithole that mostly attracts russian and eastern european mobsters and saudis who cant afford a permanent pad here. it aint all that.
3rd pic does not and will not exist ever.

as to the vid, its definatelay a saudi and not one of the mega wealthy, as said its probably syria and not a lot of money he's throwing around. the real rich guys come here, london, monaco, vegas etc not syria

whilst the super rich arabs do come to dubai to party they do so in the winter, right now its too fucking hot and they are all in london.
