I just got my report from digi! While I did have to email / PM and then post in this thread since the work wasn't completed on time, I am pleased with the results so far.
I purchased the 5 page X 150 backlinks package. Each page was sent as a separate excel file containing the links to each page where the submission was made.
The submission pages are PR 0, and the main site is usually a PR of 2 or 3.
For the most part the submission page is free of any spam (only saw one where other sites were listed in the comments). Each page had atleast one link page to the specific page on my site with my link anchor.

I will use his service again in the near future on my next site, but I'll know going into it that it might take 2 weeks to be completed. If you're ok with waiting, then I'd suggest you try him out.

Pros:
- For $20 I got 750 keyword anchor links to 5 pages of my site.
- Reporting was clean and simple.
- I was told next time I can pay after the work has been completed. So he's trying to fix his problem.
- The submissions were submitted correctly (I've seen this done incorrectly many times for whatever reason).
Cons:
- I paid him on 4/6 for this project, and I got him the details a few days after that. So it was easily 10 days for him to complete it.
- I was told last week that the project was done and I'd have my report in a few hours. However a number of the submissions were made just 3 hrs ago.
- Root sites in general had a low PR.
- This is mostly my fault, but I gave him 5 urls but accidentally only 4 keywords. So he used the same keywords for 2 pages. I think if he wasn't so busy he might have asked. Not a big deal since that keyword is highly competitive.
Overall:
