For the auction? As stated above, win the auction and it'll be the same price for the life of the account. If you're asking about the regular plans, the same price for the life of the account. If you're talking about fully managed support after 30 days, you wouldn't be charged, because it's not available after that.
If you can use it via proxies without getting your server IP banned or blacklisted anywhere. Otherwise, no.
I can get you a cPanel license for $15/month extra, but we don't support it at all (meaning you have to install it, etc...).
