$7500? LoL, be happy it wasn't $75,000 and move on. That's chump change for State level project. It'll serve its purpose of interacting with the public nicely (contrary to what the OP said).
What do you expect from the land of $5 logos and $20 landing pages?
 


$7,500 is nothing compared to what their yearly budget probably is. Plus they hired a firm to do research and set up the account so that is different than just setting up an account. They paid them for market research basically and probably a little extra for consulting/training on how to use it effectively.

I asked you to help me digg it. My mission was for people to read it. I have submitted things to digg, but not a digg fanboi so somehow my ego can handle not getting in the double digits.

Just an FYI ...

I routinely work with the Federal government.

Billing rates for long term "standard" tech skills are $80/hr - like java developers

Billing rates for specialty consultants like me are typically $125/hr.

Billing rates for top-end software products (ie, SAP, etc) can easily run $300/hr.

This is the discounted rate because the GSA is one tough SOB of a negotiator. The rate on the open market - typically to large corporations - is 20 to 40% more. It is not unusual for my skills to go $200/hr.

That said - $7500 at $80/hr only gets you 93.75 hours. That's like one week of actual work, another week of planning/approvals, and half week waiting for the god damn union guys to install Textpad on your machine so you can code up some PHP (which has to be coded in Textpad due to security requirements - I shit you not).

IT Service Management Implementations - essentially setting up help desks, call centers, etc, and making them more efficient. On top of that you get asset tracking/management/financials and change management. All of that is getting more and more complicated due to SOX compliance, etc, etc.

So day to day that includes any/all of the following:

Process consulting (aka, "Why the FUCK would you do it that way?!")
Tool selection
Installation, configuration (usually directing team members)
Training, etc
