"Bullet, meet foot. Foot meet Bullet."
I`ll start looking somewhere else if they so much as give me trouble with my sites.

How exactly would I 'justify' them?

By having a site or sites and relevant keywords that fit with in their guidelines?

It is not exactly rocket science. If you don't have such a basis to make a request, than certainly don't do it. I suspect a lot of people could rightfully justify more keywords and get them.

E-mail from awhile back before there new guidelines.
Denied.

Did you actually file a request for more keywords? In that request what did you say, "You Dude I need more kws plz?"

Hahaha. I knew that they hadn't thought their wording through and would change it soon.

Check it out: 7Search Advertiser Guidelines - PPC Pay for Placement/Performance, Affiliate Programs

Today it's "..sites that contain low quality or scraped content, or sites which offer no other links/resources outside of contextual advertising, will not be allowed to promote their website."

Yesterday it was this: http://www.wickedfire.com/101522-post27.html

This reaffirms the suspicion that this was a decision that wasn't thought out too well on their part.
They got spooked because of all the arbi attention for some reason and started reacting erratically
by deleting some people's keywords and such
and then finally just slapped an ill thought out policy change onto their website.

It's silly because I don't see any way that being arbi-friendly can hurt them. Everyone's making money and they're getting new customers
every day that they wouldn't get otherwise.

You can't see any reason why they might want to do this? You and most others it appears here. I would suspect they are doing it in attempt to improve the overall quality of their network and become more mainstream. Whether or not it is the correct move for them, only time will tell. None of us have access to their current financials so we don't have any idea if it was necessary or what the true motivation was for it.

Right now trash begets trash. You have sucky network partners partly because you have sucky advertisers. They all go hand in hand. You can't attract big budget legitimate advertisers because they don't want to be in with the trash that are both the end result where their ads will show, and also in the same listings and rankings as them.

The naive idea that they will just fold because people who have 6 cent limits on bids are going to pull up stakes is laughable. I know of some niches where they make very good money from advertisers on bid prices and with significant traffic higher than anyone here doing arbitrage is paying.

To me change = Opportunity. When everyone is whining and bemoaning some change that screwed them or made something suck, I am looking for how it can make me some money.

From what I can tell most of the people complaining about 7search were not making any real money with it in the first place, so I am not sure why that relationship is terribly relevant in the scheme of things.
