Adwords hate me. Time to start a company?

I have no idea if this is a unique problem but I couldn't find any info anywhere.

Lately whenever I start a new adwords account, I can't get the bastards to charge me. I can open an account just fine but when it comes to billing info, I will either get 'Card Declined' (which is bullshit) or they will accept it but they won't bill me and they won't give me any impressions at all. Nothing. I don't even get charged the $5 fee.

I've still got a couple of accounts but not enough to do the kind of business I want to. Have the accounts department slapped my ass? Seems like my name is mud now. Is it time to start a company, get some PO boxes and get some cards issued in bogus names?

Any info would be appreciated.

Come on, whats the worst that could happen? Its not like they'll summon the Google police to arrest you.

But why do you need to start so many different google accounts though? You wouldn't happen to be one of those people who constantly open new accounts with the $50 bonus promo just to save some chump change would you?

The worst that could happen is they suspend my existing accounts.

I want more accounts because there is a limit of 25 campaigns per account. Did you know that?
 
First of all, why would you be scared if you are not doing anything illegal. Second, if you call them for 1 account, and to go with your paranoia, if they suspend that account, why would they suspend the others? For sure they are not all related.

I'm doing nothing against the rules. Just heard alot of nightmare stories.
