Ok, I have a forum. I have an adwords group for this.
The keywords I am targeting is...

widget forum
widget forums

The first one has a Poor QS and the second is OK QS. The entire forum is about "widget". No it's not actually widgets but you get the point.

Here's the strange part. I changed the URL link to a sub forum of the forum that is titled "General Widget Forum". The QS did not change at all.

Do I have to click something for it to re-check the QS?

Sorry if this is the wrong place to ask this.

there is nothing you can click to recheck QS. They just come back and do it. Your best bet is to change the ads so that you get crawled by QS bot again. If you cant up the quality score sending ads directly to the forum you can try creating a very keyword dense landing page with a big ad for the forum. This way you can really cater to the making a page with good QS and sending that traffic directly to your forum.

remember, QS is also about your account history and your overall website. If your google adwords account is brand spanking new, and your website is brand new, then you may not get a great quality score.

to make sure your account is OK, you can do a simple test. Write an add for the number 1 organic serp result for your keyword term. use their url as the display and destination URL, and see what you get back is QS.

Now, for you, there are a few things to do

1. Use your keyword in the title and in the URL if you can. Normally, i write my ads like (assuming keyword is widget)

{KeyWord:New Widget Forum}
Bonus for New Members
Widgets Are All We Talk About
Widgets.forum.com
dest:widgets.forum.com/new-members

I will always have at least two ads running, normally just switching the two content lines

2. on your site, make sure that:

1. using widget in your title, header, and some of the image tags in the landing page.
2. using words that are related to widget in the landing page - go to googles keyword tool, type in your keyword, check "use synonyms", and see what you get.
3. have links to a site map, contact us, terms and conditions, and privacy policy in your footer.
4. Get some backlinks built to your site overall. Maybe order up some directory links, social networks, etc. plenty of good options advertised here.

Finally, I believe QS is much more about your whole site than just your landing page. If it is a forum, I would recommend you add some static pages talking about various topics related to widgets so you can insure that when the spiders crawl your sitemap, you are good to go.

I created a subdomain for a product, and included a whole bunch of targeted 'buy' words around the term 'widget', and had those terms on the page (note, 5 pages, only 1 with actual text that meant anything, the main page). I got Great! on all keyword combos EXCEPT 'widget online' which I had left out of the page. Added it (another sentence) and the next day, I had great on it too.

Ok, I have another question on QS. Why does the QS matter if nobody is bidding on the phrase?

I am trying to target a two word phrase that nobody else is bidding on. The min bid is .40 I should be able to bid .10 for this one.

That sucks. I even changed the link that this phrase goes to and it did not change.

The overall ad group has a good QS except this one phrase so I don't think the group is pulling it down.

G wants you to have an excellent quality experience for the browser IF they were to search the phrase and click the ad.

Like dressing up and buying flowers, and sitting at home waiting for a girl to call... hopefully... someday... ever...

Make sure you use that two word phrase on the page. Bold it, that helps. Stick it in a sentence. Make sure that phrase has SOMETHING to do with the main topic of the page.

if google doesnt provide a good search experience for users the users will go elsewhere. This is googles biggest fear so they are more pro consumer then they are pro advertiser because they know that advertisers aren't going anywhere.
