Something that can work to manage a few people and allow them to manage themselves?

It can be either hosted or or a script or whatever.

MOSS - microsoft office sharepoint server is a per-seat license.
WSS 3.0 is included in 2K3 server's license and is 'free'.

I use a WSS template to manage a lot of projects and it's pretty spiffy.

For agile project management there is a nice tool called Rally - they have a community edition with 10 free licenses.

There's a free clone of Basecamp called ActiveCollab:
activeCollab | Project Management and Collaboration Tool

They went to a paid model, but somewhere they still link to the last free version (0.7something)... I couldn't find the link, but I know I've found it before.

I haven't used Fantastico in so long. Didn't even bother paying the $25 licensing fee for our latest server. Figured that's $25 better spent somewhere else.
