Did they start defaulting the error_reporting to include E_NOTICE yet or is that just WordPress?

I got pretty ragey at that. E_NOTICE is unnecessarily stupid. PHP handles memory fine, so warning me that a variable might not be initialized does not make me a better programmer.

depends on which ini file the system admin installed, since it comes with php.ini-Recommended, and php.ini-dist. The error output is indeed set to show errors and notices by default now. However display_errors is set to off by default, so any notices or errors should be going straight to the log file instead of screen in the manner they shipped the configuration.
