Whoa guys, you didn't get what I was saying... Just saying, fair enough on making security strict, it's just the bonuses thing I don't particularly get. All he has to do is a "reasonable level" in the eyes of the law to keep himself safe.

It is. But the level of scrutiny with which they're checked (past a certain point of reason, of course) is up to the person in charge.
I'm guessing he'd rather pay the bonuses to give them incentive to do their job than to deal with the potential bullshit that could ensue if they're careless.
