Auto Loan Affiliate Program

I'm looking for an auto loan affiliate program, but with a few stipulations. I specifically needs this affiliate program to ONLY contact major lenders, no other car dealerships. It is vital that the lead is NOT sold to another dealership ONLY major lenders (like citi financial, wells fargo, ...). Could somebody direct me to either a network or a program that does just this? Thanks!

My workplace is soon going to start one...but this is based in Australia. They are planning to have $200 per customer that converts. I have the system in beta..and it is quite transparent.
