Best way to reg a .ca domain?

I'm not a Canadian and always get my application to register .ca's denied.

Is there some 3rd party that will register them for me or do I have to ask a Canadian friend?

According to CIRA (the central registry for .ca) there is Canadian presence requirement, the easiest way would be to ask a Canadian friend to register it for you
