Having your requirements strictly laid out will be the most important asset to yourself when the time comes to start coding this. That will determine whether you can use drupal/joomla/etc or whether it will need to be coded from scratch. Once you have requirements, talk to a good architect to flesh out the plan and any details.

d03boy is spot on. Putting the solution before the problem is going to be frustrating in the long run. If you want to do it right, you need to consult an architect (or a well-rounded developer) that can help you gather the business requirements and document the goals you want to achieve with the project. From there, they/you can make an educated assessment of any third-party solutions that might fit your goals. If not, you'll know what it'll take to build something custom or tweak an off-the-shelf product.
