I'll bet you can make bank by hiring some nerdy looking "expert" guys to run around the white people areas, charging them a fee to "case their house and car" to make sure its safe from "death by drug dealing gangs and cartels with guns"! Also can be applied to local shop owners. Can prob pitch them insurance offers.

That is what you get when you encourage kids bearing with financial incentives. Welfare was and is the most destructive social device ever created by stupid politicians. Most of those kids have no adult supervision, while the system rewards the woman with higher monthly payments.
I think it was designed that way to quickly implement the ideas of the ruling elite. The ruling class knows what it takes to raise a good kid. They know what it takes to have a good school.
That's why more money is spent on incarceration than on education. Some might be tempted to say, it's a black thing, but you're wrong because whites are just as screwed by the flawed system, only you're too blind to see it.

Chicago is a GREAT city. In the white areas, its one of the safest places in the country, period. Gold Coast, Rogers Park, etc. Stay out of the drug and gang infested south and west sides and there is no homicides, gun crimes, and petty crime is extremely low. If you want drugs though, you can go to the west side and get whatever you want like a Mcdonald's drive through... If you're white the boys will flag you down, ask you what you want, and you're on your way back out of the ghetto. No chance of getting robbed because the gangs protect their white drug using customers.. So hell, if you're white even the GHETTOS are safe for you.
Also, 80% of the homicides are young black males killing other young black males (legit statistic), now you factor in the remaining percentage being mostly mexican/latinos killing other mexican/lations or blacks and that pretty much sums up the murder rate of Chicago.
Seriously though, its an extremely safe city as long as you're not some gang banging drug dealer.. If you are, then odds are you're gonna die.. but thats no suprise. And frankly, I don't want to waste my tax dollars/community resources trying to solve that 'problem' because in reality, the less gangbanging leeches on society, the better.
Unless a child is like under the age of 13, they are usually not 'innocent' and were killed because they were in a gang or selling drugs on a block they shouldn't have been.. Its very rare that an innocent by stander gets killed (it DOES happen, but that is usually only the case if its a REALLY young child, under 13.. or an elderly person.. and sometimes women/young girls are accidentally hit) howeverthe majority of the people shot and killed are gang members who are 12-21 who are out at 12:30am on a school night. Its ridiculous that the news tries to paint them out as victims, when in reality they are the ones doing the shooting! It just so happens this time they got what was coming to them!
And another ridiculous part of all this is the fact that these 6 and 7 year old kids get shot in stray drivebys, but they are out on the street at 1130-1am on a school night. Where the FUCK are the parents? I mean seriously, you deserve NO sympathy if you let your middle school aged child run the streets wild.. ESPECIALLY on a school night. They're a disgrace as parents and the media should stop painting them as heartbroken mothers and show them for what they truly are, deadbeats.
If this sounds harsh, watch the local chicago news everyday for about 10 years and tell me you aren't sick of the same bullshit story every night.. "He was such a good kid".. Yeah, that convicted felon gang member was such a great kid... Enough is enough.

I would say this is a fairly accurate statement. I spend alot of time in Chicago and the Chicagoland area (always strapped), and never seen anything but happy busy people. Drove threw chicago 2 days ago and the HWY signs said 706 vehicle related deaths this year. So you are pretty much just as likely to die in their shitty traffic. Every time I go to chicago I return with a pocket full of cash. Chicago people have money and love to spend it. It's one of the top 5 markets in the country.
