Im not sure if this is considered cloaking, but i want to display a different page for users from Puerto Rico, so i can take them to spanish version of my site. any scripts or code or help on how to acheive this? also how accurate is it, will there be exceptions for some people there that will still see the old page?

It's called geotargeting* and there are plenty of scripts around to do it. (I'd recommend stuff that uses the MaxMind database.)

IP based targetting is generally pretty accurate, but will never be 100% as IPs do get moved from country to country. A couple of years ago my ISP bought a block of IPs from the Czech Republic, for months pretty much every site, including Google, thought I was in Prague.

(*sometimes as two words, hyphenated or with an extra T.)

+1 MaxMind

You will see incorrect locations with many AOL customers IP locations though because of the way AOL has their network setup.

Maxmind is good, their free GeoLite City database is more than suitable for what you want.

I would suggest that you have an option to change back from Spanish to English though, just in case geoip gets it wrong.

I was recently on a site that thought I was from France and changed the site to French, great except I'm not in France and I don't speak French and there was no way to change it back.

Cloaking:
This method is used to deliver different pages for visitors and search engines. Webmasters configured their servers to recognize IP addresses of SE spiders and deliver them content rich, optimized pages, while showing absolutely different pages for human visitors. Cloaking may also redirect visitors to a home page. This technique is treated as spam and is not recommended to use.
* Link Farms
Many companies use this method. It's sole purpose to gain link popularity. A link farm is usually one page that consists of 50 to 100 or more links to websites that have nothing in common with the content of your site. Such pages have no benefit to users as they give links to sites that aren't interesting to them. Link farms are being penalized by search engines.
