But with 90% of CPA offers this is NOT a fact. The CPA company tries to sell our lead here and there and will only pay once the lead was sold.

This is so fucked up. They don't even mention it anywhere.

Remember, they got all the info, phone numbers etc. they always will upsell. A form submit should lead to a commission for a webmaster, otherwise the CPA program should face the fade of the Titanic.

Well, "Cost-Per-Action", an "Action" can be anything - buying, submitting forms, calling etc.

You are supposed to send them leads, what they do with them is upto them.
