this was probably passed back in the goatse.cx days. Since it was enacted in 2003 i'm guessing it has to do with whitehouse.com, goatse.cx, and other fun little sites we used to prank people with. I'll have my minions do some research on this and get back....or maybe put up a article on my site "The Legality of Dickrolling"
