Here's my review:
The Good: good price, decent turnaround time and he way overdelivered on the links which is great.
The Bad: there was a mixup on the report that took a few days to figure out (turns out he gave me the wrong report).
The Ugly: I randomly sampled ~10% of the links. Here are the results:
DoFollow: 64%
NoFollow: 24%
Bad URL: 6%
No comment on page: 6%
So, I'd give it a B-. Also, most of the PR's appear to be 0. Very spammy blogs which you'd expect, not sure how much authority Google's gonna give them. We'll see.

We use Blog engine blogs which are mainly Do follow.
You ordered 250 links while we delivered 652 links. We have added the extra links to make up for any circumstances beyond our control and yet you give this service a B-?.

I ordered his service (250 links) on 08/25/2010 and got my report on 09/11/2010. So there were some miscommunications and misunderstandings. As little extragift for the delay I got instead of 250 links about 450 links.
I checked about 15% of them randomly. Most of them are do-follow. Maybe 5-10% of the checked ones were no-follow and few were bad urls or deleted comment,....
The only "bad" thing about this is probabely that most of the blogs are way too overspammed. Some of the blogposts had more than 1000 comments, but mostly around 400-600. The best ones I checked had about 60-80 comments. But you definitely can't expect more for that low money ($15).
So all in all its a recommendable service.
