Its kids playing scroll both ways down the street a few houses. I bet they were posing for the van w/ camera's they figured were the police.
 
I bet google does not look at most of that footage before it goes us. It just seems that would be near impossible.
 
It looks like google removed the image now.

I saved a copy.....
