Emailing leads or partials?

For those who are promoting their own offer:

Have you found success emailing leads and partials? Are you following up on sales with cross-selling and up-selling or focusing on partials who gave info but didn't convert?

I've had moderate success by sending a follow up email to partials but the set up was intensive. Anybody know of a good email provider for workflows who will put up with not-so high quality mailing lists?
