Chances are you're launching new sites now that Penguin cleaned up the SERPs a bit. In that case the 'New Site' Essential Pumpers mod is what you need to give it a good & clean start.
The main part of the modification concerns tier 2 links: they are very well selected and greatly reduced in number. There are no trackbacks, comments or guestbooks here, just several hundreds of high-PR links such as social bookmarks and contextual posts. The links are dripped over several days and are accompanied with a good amount of social signals to your tier 1 properties. You'll be able to see most of them indexed in Goog as well as in Ahrefs/Majestic tools.
There are a couple of changes to the way tier 1 is done as well. Again it's more focused on safety rather than power, but can't give any more details on this openly.

What Order Size To Get
Depends solely on your budget. A 'New Site' Elite order won't have 10x more tier links as it does normally, it will have around several hundreds - just enough to get all the tier 1 properties crawled and indexed faster. Whereas previously I was recommending Basic orders for fresh sites, the 'New Site' mod makes any order size acceptable for any target site no matter how young.
The regular sized-orders are still killing it too, so if you are ranking a site aggressively or working on an ORM case, or hitting an established site with some fresh links, I recommend to get full-size orders.
