Minimal effort- as in, if you understand the basics of SEO, use some quality content and have a little bit of time to do some link building on your own, or money to outsource it- you'll be able to rank the site. I just delivered an order for 5 niche-specific EDU sites that took me ~6 hours because of how competitive the niche was.
I check on-page of the top 10 for every keyword, then factor in DA, PR, BL, etc.. And if I don't feel 100% confident that it can be ranked with "minimal effort", I move on to the next. I've yet to have a disappointed customer.. If that tells ya anything.
