Your Problem
You need to promote your online business in the search engines, but almost every service you see relies on spam or automated link building, both of which are yielding diminishing returns over the last year.
Your Other Problem
Everything you do in marketing seems to be "one shot". You build links, and then either improve rankings or not. Your links don't get better over time. You write content, and it gets discovered and read, or not. In most cases the marketing work you do has to be worked on, again and again and again, again with diminishing returns.
On top of these two big problems, you want to

We are very stringent about keeping web spam out of this directory. We recently rejected several paid submissions because they didn't cut the mustard.
Low quality submissions are exactly what we won't accept.
Our fee is to maintain the listing over the year (constantly improving it), continue development of the site's feature and traffic, as well as to check new submissions against our guidelines.

When considering submitting to a directory, I’d ask questions like:
- Does the directory reject urls? If every url passes a review, the directory gets closer to just a list of links or a free-for-all link site.
We are very stringent about keeping web spam out of this directory. We recently rejected several paid submissions because they didn't cut the mustard.
- What is the quality of urls in the directory? Suppose a site rejects 25% of submissions, but the urls that are accepted/listed are still quite low-quality or spammy. That doesn’t speak well to the quality of the directory.
Low quality submissions are exactly what we won't accept.
- If there is a fee, what’s the purpose of the fee? For a high-quality directory, the fee is primarily for the time/effort for someone to do a genuine evaluation of a url or site.
