This is the dumbest question ever. CTR is not everything. What about your bid? What about your country/age targeting?

Like vladb2 said, CTR is determined by many factors; your demo size/your bids/your images/your budget. If you're running a wide demo, even .03% will keep getting you imp&clicks. A really narrow demo, you might need at least .10-.15%. It's all relative. Just keep testing to see what makes YOUR ads run, that's all that matters.
