I was in the water with my son (he was 3) at the Santa Monica beach holding him and letting him have fun in the water. He was wearing a life vest and a life guard came over and told me I had to get out of the water unless I took the life vest off of him. Probably the dumbest thing I've ever heard regarding water safety.
Because of the above incident this story doesn't surprise me at all. Someday it could be him or his family in danger and he'll wish the life guard broke the rule to save them.
Because 3yr olds can't keep themselves on their backs and the life vest can flip them onto their front and drown them. But I'm sure you know better than the professional.

That's not entirely true (though I've never put a life jacket on my kids expect when we're on the boat, we're not all idiots). My daughter could swim before she was 1. Babies can swim at very early ages, assuming they are tough correctly (which means no vest). We started swimming lessons early with both our kids.
