food stamps & alcohol

so i was a 711 about 20 minutes ago minding my business. picking up some energy drinks before i got back on the grind. so the lines kinda long and im standing there for like 10 minutes. this is 711. people arent making major fucking purchases here. so i look to the front of the line. low and behold there's a bum. not surprising i guess im at a 711 near the university of hawaii. there's a bunch of them that live in the freeway underpass near by. the bum used his EBT card to buy a bottle of vodka and he was having trouble entering his pin becuase he was wasted. at first i thought it was kind of funny but then i thought to myself im paying for this not only with tax dollars but my time. total in and out time at 711 was about 15 min.

so my question to this forum is this:

is one allowed to use EBT(food stamps) to buy alcohol in other states or is it limited just to hawaii?
 


Pretty sure food stamps don't cover alcohol anywhere. Maybe he was buying grapes to make his own?
 
As far as I know, you can't buy alcohol/tobacco with EBT anywhere in the U.S., so I don't know what the deal was...

Maybe he knew the clerk and the clerk would ring it up as something else?

I know you might say 'well he can't do that, blah blah blah' but they can do wtf ever they want... When I was a kid, I used to know a dude that worked the graveyard @ one of the local 711's. I'd slip him $30 and he'd slip me a carton or two of smokes, and let me raid the store for ANYTHING i wanted (I had the BIGGEST collection of porn mags! EVERY issue, EVERY mag, even car and gun mags too)... I'd rack up an easy $120-$150 worth of shit for $20-$30 bux he'd just pocket, and I did this for almost a year, prolly once a week.

So who the fuck knows, but either way, I really don't think you can purchase alcohol with EBT.

I know my brother had food stamps for a little while, and here in AZ, you can't purchase ANYTHING that isn't food, including smokes and alcohol.
 
OT but Hawaii must be the best state for a bum to live comfortably in.

Kauai has wild chickens (and it is awesome/hilarious, it's as a result of Hurricane Iniki). A bum could go out one day, get a chicken, get some coconut, papaya, or mango, and have a good dinner.
 
im not against food stamps or anything i was just curious about it. i asked a friend and he said that sometimes the government puts a cash balance on an EBT card and thats probably what he used to buy the alcohol.
 
I've heard some people say it's possible in areas where I live (GA) but I also know several gas stations that still have the old EBT systems. They can run anything they want through them because it's not automated, they just punch in the amount. And if you buy anything there that isn't technically allowed with Food Stamps they charge double. A $20 phone card cost you $40 with your food stamps... fucking rip off bullshit.

A bit unrelated but still related, I was at Family Mart earlier tonight buying 5 big beers, in the line behind me was a Russian guy buying one small beer, I silently lol'ed at him (does this makes me a bad person?).
