You don't need an arbitrary second page just to tell them an email has been sent, just redirect to offer right after they submit their email address...
I've been listbuilding on FB for months, it works. Grab the email+redirect to the offer. 100,000 emails and counting so far, haven't figured out a way to mail to this list yet though.

No ad may require viewers clicking on the ad to submit personal information (phone numbers, physical addresses, or email addresses, etc.) on the landing page or in the ad, except to enable an ecommerce transaction and when the ad and landing page clearly indicate that a product is being sold.
Not bullshitting, I just know next to nothing about mailing,deliverability,and so on. My ads are profitable, and that's all a care about- the emails are just icing on the cake. I'd rather stick to my core competencies rather than get into mailing and deal with spam complaints and related BS.You're either bulshitting or completely mad.

I'm not doing this to cloak by the way, I'm running an offer that's within Facebook guidelines, just noticed that collecting emails doesnt really decrease conversions, so why not.
What reason did they give you?
My guess would be this one from their guidelines;
FDC Servers is the worst possible choice imo. I went through a reseller, and they canned all of his servers including my backup server(of course when I needed the backup) because someone else he was reselling to fucked up while mailing.phplist.com : Homepage : home
Find a dedicated server on a clean IP block, and make sure you give them the heads up that you'll be doing optin mailing. It's been a while since I've done a self hosted campaign but FDCServers was pretty lineint with any spam complaints as long as I showed them the full record (name, ip, date) for the complaint.
