Cheshire's plausible deniability is the first thing that came to mind when I saw this yesterday.
Isn't part of the EU's case about Google using infoboxes/PLAs above organic results, and that case started years ago? Why would Google care about ranking organically? Couldn't they in theory spend $1 on AdWords, and it just gets passed straight through to another division? Obviously they're probably wanting to go after hosting KWs that are competitive, so they're going to hire an SEO who does "exceptional" work, while at the same time giving preferential treatment to their own properties? I mean, if they give special treatment to GV companies like Thumbtack, why not their own?
