It is not ILLEGAL for him to collect those money to his bank account, but it is illegal to use FAKE name to register those accounts. He is being charged for using fake name to open accounts, and not the money that he gotten. If he used real name, he would have gotten away with it.

I wonder did he write a script to read the CAPTCHA.
