Help Pls! - Dispalying every tag in the current wordpress blog

Help Pls!

I need to display every tag in the current wordpress blog, not just in the current post. Basically a tag cloud, without the resizing. What I have been trying, only displays the tags for the current post. I'll need it to be displayed on each page, and when clicked , it will show the posts for that tag.

Any ideas would be great. It may be right in front of me, but I'm just not seeing it.

<?php wp_tag_cloud('smallest=8&largest=36&'); ?>

I should be able to set the smallest and largest the same size.

I'll come back and say out it worked out.
