OBL is at a lower side, but High PR links are still good even if the link have 200+ OBL.

Define "lower side." And how do you figure? If you took a look at the PR calculation, it's better to have a PR1 link with 3 OBL then a PR5 link with 200 OBL. Of course that's assuming you're ordering this to increase your PR.

link on PR5 100 obl is better than 1 PR1 link with 1-2 OBL.

All links doesn't come from different domains but we try to use as many domains are possible.
