You could Just use justuptime.com or pingdom.com

They both comes with sms package. I wouldn't recommend justuptime.com since i've had bad experience with them.
 


I recommend using Nagios to manage uptime; if you're really anal you can use the dual install setting on multiple servers to ensure you don't get false positives on normal network latency.
