It means they cannot give rep. They didn't have enough to give you a negative or positive, so it's just neutral. The gray reps cannot effect you in any way.
I've gotten positive ones from people that didn't have any rep themselves, so they were just gray boxes. And negative ones from people with no rep are gray too I believe, not 100% sure, but it would make sense.
They just can't give you +/- rep even if they try cause of their current rep.
