Hey, I've been paying someone who doesn't live in the US via moneygram to develop some software and I have 2 questions.

-Do I need to file any new tax forms for this?
-I was paying via credit card and then noticed there was some cash payment fee bullshit. Do you think I can get that reversed since I was paying for services if I complain? and if I pay via a debit card instead will there be any fee?

If the developer is not a US citizen and not working in the US then you don't need a 1099 or anything and can just write it off as a regular business expense. I would keep a copy of the contract or invoice as well as money gram receipt.

The credit card fee is essentially a cash advance fee, all you can do with it is call and ask the bank to waive it but it's not very likely to happen.

Yes using a debit card will save you the cash advance fee.
