Interactive site, user uploads, registration page & more.

First let me say, I'm not a coder, so I can't do most of this, but I'd like some opinions on how difficult something like this would be and any recommendations on ways to make it work.

Essentially I'm considering putting together a site that functions similarly to RateMyRack.com - Feedback on Your Rack. Where visitors can vote on user uploaded photos and the users who want to upload need to register before uploading. Actually, I would be charging people a small registration fee, as they can win money and prizes if their photos are voted highly. I'd want it to be as interactive as possible so visitors can not only vote for, but comment on photos as well.

Initially I was thinking there might be a way to do this with Wordpress, but I'm not having much luck finding a good way to utilize the WP platform. Any ideas on what I'd need to do for something like this.

A widdle bit of Jquery would go some ways to making the front of the site seem more 'interactive'. Far as user uploads, registration, etc that part easy. Charging them is a lil bit more tricky depending on the method of payment and how you wish to handle the subscription. For example if using Paypal you could use their IPN (instant payment notification) to contact a script which would keep the user's status up to date, depending on the status of their payment.

I can't open above mentioned site from work , but there are plenty of scripts for RateMY.....kind sites, for example RateMyStuff - Scripts :: PHP auction script, PHP Job board script, PHP affiliate scripts - PHP Scripts and More
( i did not use or recommend it, just quick search on Google)

Joomla is a very easy CMS (content manger system) with lots of available plugins. It has a built in rating system and several other plugins and components that anyone could use. just read into it and try to learn it. The system looks more complex than it is.

Not entirely sure if you want a ready made script or advice on how to code your own/get someone else to code it for you. IMO PHP/MySQL will be the cheapest/easiest to maintain way to go. Not sure how much someone would charge to code this for you but I cant imagine it would be >1000$ (only code for myself).
