Does anyone know what the main export from Costa Rica is? I bet you think it's Pineapple, Bananas or Coffee. Guess what that would be completely wrong, the biggest exportor from Costa Rica is a single company that makes up for just under 10% of the entire export share. That company is Intel, sending processors out to the states.

Ok, you didn't mention any political parties, but this legislation was introduced in both the senate and house by republicans. 7 democrat senators either voted no or didn't vote, therefore the republicans had the power to stop it. Instead, today about half of republican senators voted yes.

On now to the house where republicans have the majority.

Big companies don't gain any advantage by moving out of the US due to this particular law. These taxes are based on the location of the buyer, not that of the home offices of the sending company.

Amazon is not going to move their shipping operation to Costa Rica. Instead their goal is to have even more warehouses all over the US, which has to do with why they actually support this act.
