Let's not forget that WF won't make Jon much money if there aren't new members often. It's totally unrealistic to go nuclear on new members, but frankly I think a little cooling off period after registration and FORCING the rules in their faces is seriously in order around here.
Can't ask for a blood sample... But perhaps even a general net knowledge test to keep the idjuts out?
It would make for a very fun thread here at least coming up with the questions on that test.

Yeah, I went a bit extreme, but new members should get a week or so of non-posting period to look around and get familiar with the forum. Will save a ton of useless posts of some noob asking which scanner to get for his freelancing project.
