Multivariate responses available. Rather than tell you what I think you should do, let me tell you how I set it up.
Each Article of Each Property:
Link #1 = URL #1. If you use 1 keyword, that same keyword will get used in every article. If you use 2 keywords for URL #1, they'll each get used 50% of the time. If you only use one keyword for URL #1, it'll be anchored in every article.
Second link is an outbound link to a relevant but non competing authority site. You don't pick this or even have to think about it.
Link #3 = URL #2. If you use 1 keyword, that same keyword will get used in every article. If you use 2 keywords for URL #1, they'll each get used 50% of the time. If you only use one keyword for URL #1, it'll be anchored in every article.
On the two bigger packages, we allow you to specify one more URL and up to two more keywords. But we don't add more links to the articles (that would only dilute link juice, not add more). So if you specify URL #3, it gets alternated 50% of the time with URL #2 in the Link#3 position. If you had 2 keywords for url #2, 2 keywords for url #3, they would each get used 1/4 the time. If you had 1 keyword for url #2 and 2 keywords for #3, URL #2 anchor would hit 50% of the articles, and the two anchors for URL #3 would hit 25% of the time.

Basically, I wanted to allow people to sculpt their link juice and anchor density however they best saw fit. Not all sites are created equal, not all backlink profiles are comparable and to be honest, setting limits like 1 url/1 keyword just wouldn't be effective for the majority of sites. Other sites, that's exactly what they need.
So for the Baby Fish, you can use 1-2 urls and 1-4 keywords. The urls can be identical for each instance.
For the bigger two packages 1-3 urls and 1-6 keywords.
Personally, I'm a big fan of running url #1 with an anchor and repeating the the same url for url #2 and keyword #1 for url #2. But every site is different and needs different link love.
