What would be the cheapest/best way to get dedicated IPs or https proxies that work reliably for cheap $$?

You guys never hear of proxy hunter? Very fast and easy. Might want to order a dialup account or go to the cybercafe to use it.

Those usually don't last long... BUT.

I also remember back in the day running nmap on port 80. On various cable modem company's subnets and finding the default passwords thru google. Then setting up there router to use them as a proxy AND then setting up the firewall rules to only allow certain ranges to use their proxy.
