I want to split test some LP's on Google content network, and was planning to submit 1 page for approval, then once it's live adding in the other pages to rotate. The destination URL won't change, it's a shortened URL that can rotate in X number of pages.

Will Google catch that the other pages have been added, or penalize me in any way (QS, slap) for doing so?

It's an above-board offer, and no flog -- I just want to split test LP's. What's the procedure for getting Google to approve all the pages you plan to rotate? Can't figure out how I'd submit multiple pages for approval on a single ad. Figured a least a couple of people here have done this the legit way ;)

I've done it many times and have never been penalized. The lp's reside on the same domain, with the same offer and we are using a redirect to split the traffic between the original lp (approved) and a new page to see if we can raise conversion. I currently have a test that's been running for a couple weeks without any decrease in impressions or ctr's and have never seen any issues*. I'm the advertiser not an affiliate so not sure if that makes a difference?
