I have seen 13 year old kids at HPDE days with instructors in car. You can get a NASA competition license at 14 depending on the region. Some of the pro karters that eventually move to open-wheel and formula start as young as 5 and end up with full competition licenses before they get their state license. 12 is not unbelievable with enough money and prior experience in karts. It's really up to the rack, the HPDE instructors and the track owner(s). Some of the formula _____ training camps have really young kids from kart championships behind the wheel of formula 3 spec cars.
