Maybe not if this is the only violation. BUT, if you get on their radar for whatever other reason this will be an additional way they can get you.

Many laws and regulation are tailor-made to entrap innocent people at the whim of the government. This is one of those.

Nixon was a disaster, and Bush's "Regulatory" spending was largely Defense related in post 9/11, including the creation of an entire new (and needed) department of HS.

Department of HS was created in his first term. Nearly $800 billion in regulatory expansion was done in his second term.

^Why would they adjust their figures to 2000 $ rather than to 2009 $?

It may have to do with them having a more accurate idea of what the real value of a dollar was in 2000 than in 2009. The Consumer Price Index reports can get revised for so many years after their first released estimates.
