for a website, do you recommend using this on the penalised keywords itself, or should I submit new keywords for the package?

For example, say I got a -50 hit for keyword X and Y (due to overoptimisation), do I submit these as the kw's for your package, or do I choose other kws like A and B for best results?

my thinking is that since its overoptimised, it would be better for me to submit different kws than the penalised ones? What do you think?
