Pretty lame and I doubt many people would pay for such a service other than; trolls or people trying to sling their links in a news story. Neither of which I am sure the sites want.
The same people who buy crap in games I`m sure would want to feel "special" and "powerful" by having their comment appear at the top and or stand out.
People want to feel special, and they pay for it.
Look at all the games they spend $ on to entertain themselves and brag to their friends about on FaceBook & Twitter with their high scores, levels etc.
I can see the "stand out" option being a monthly subscription. If I was in a niche and wanted to build my brand I'd surely comment a lot and make it so I stood out. If done right the expense could surely pay-off in the end.
